2025 budget: ministries witness unprecedented increases amidst economic challenges

An analysis of the proposed 2025 budget reveals that at least 10 federal ministries and their agencies received allocations exceeding N1 trillion each, marking a significant surge in government expenditure. The breakdown, contained in the 2025 Appropriation Bill presented by President Bola Tinubu to the National Assembly, underscores the administration’s prioritization of critical sectors such as Finance, Defence, Power, and Education.

The Ministry of Finance emerged as the top beneficiary, with an unprecedented allocation of N17.52 trillion, primarily for salary payments. This represents an 87.78 per cent increase from the N9.33 trillion it received in 2023. Similarly, the Ministry of Budget and Economic Planning saw a substantial rise, with its allocation jumping by 52.35 per cent to N6.78 trillion.

Defence spending also surged significantly, with the ministry receiving N2.92 trillion, an increase of 84.81 per cent from its 2024 allocation of N1.58 trillion. The Ministry of Power recorded a staggering 510.46 per cent increase, rising to N2.1 trillion from N344bn in the previous year.

Education and Health, often considered critical to national development, received allocations of N2.52 trillion and N1.91 trillion, respectively. Meanwhile, the Niger Delta Ministry, tasked with addressing developmental challenges in the oil-rich region, was allocated N2.23 trillion.

The proposed budget has a revenue projection of N34.82 trillion to fund an aggregate expenditure of N47.9 trillion, leaving a deficit of N13.0 trillion. While deliberating on the budget last Thursday, lawmakers commended President Tinubu’s efforts, describing the N49.7 trillion ‘Restoration’ budget as a bold step towards national growth.

Despite the optimistic tone in the National Assembly, questions remain about the sustainability of such ambitious allocations amidst persistent economic challenges. Experts argue that the government must ensure judicious implementation of the budget to achieve tangible results for Nigerians.

The Appropriation Bill has now been referred to the Senate and House Committees on Appropriations for further scrutiny, with expectations that it will be fine-tuned to address pressing national priorities before its final passage.
