ABUJA – Comptroller-General of Customs (CGC) Adewale Adeniyi has issued a compelling call to action for younger officers within the Nigeria Customs Service (NCS), urging them to dedicate themselves to achieving global expertise in Post-Clearance Audit (PCA). Adeniyi emphasized that PCA is not merely a tool, but a cornerstone for modern customs careers and a vital element in shaping the future of Nigerian trade facilitation.

Adeniyi’s remarks came at the conclusion of a comprehensive 5-day World Customs Organization (WCO) Accelerate Trade Facilitation Programme, held at the NCS Headquarters in Abuja and concluding on January 23, 2026. The program, designed to bolster customs reforms, placed particular emphasis on PCA and risk-based compliance management.

Addressing the assembled officers, Adeniyi underscored the importance of mastering emerging audit techniques as the most effective path for new recruits to align their professional growth with international best practices. He painted a vision of the future where Nigerian customs officials are recognized globally for their expertise in PCA.

“For the younger officers who are here,” Adeniyi stated, “this might be the first time you’re experiencing this kind of thing. But our respected WCO experts started from somewhere. Post Clearance Audit is one of those emerging tools developed by WCO, and this is the best way in which you can start your career.”

He continued, “I want you to begin to look to your aspiration. Let it be shaped towards that dream that, one day, you can also become a PCA expert.” Adeniyi’s words served as both a challenge and an encouragement, urging officers to embrace the opportunities presented by modern customs practices.

The CGC characterized the 5-day engagement as both insightful and transformative. He highlighted that the intensive discussions and practical sessions had exposed officers to advanced PCA tools and techniques, which would significantly enhance their analytical capacity and operational effectiveness.

According to Adeniyi, the workshop provided officers with clearer perspectives on modern audit practices, risk management, and compliance monitoring. He stressed that the knowledge gained would directly support trade facilitation efforts while simultaneously safeguarding revenue and protecting Nigeria’s national economic interests. The training aimed to equip officers with the skills necessary to navigate the complexities of international trade and ensure compliance with regulations.

Adeniyi reaffirmed the Nigeria Customs Service’s unwavering commitment to continuous reform, effective collaboration with international partners, and the deployment of modern tools. These efforts are all geared towards aligning Nigeria’s customs administration with global best practices, ensuring that the country remains competitive in the international trade arena.

James Clark, a WCO Trade Facilitation Expert, lauded the NCS for its demonstrated willingness to embrace reform and modern customs practices. He noted that the Service had made commendable progress within a relatively short period, highlighting the dedication and commitment of the officers involved.

Clark emphasized the importance of institutional commitment, sustained capacity building, and the consistent application of PCA tools in achieving long-term success. He expressed confidence that Nigeria is well-positioned to deepen its gains if the current momentum is maintained.

“We are always looking for that time when you will reach what we call the impact level,” Clark remarked. “Impact level means you have created a more effective, more facilitative trading environment. I have the utmost confidence in your ability to do this.”

Clark also extended his gratitude to the NCS officers for their active participation and engagement throughout the 5-day program. “I want to thank you all for your commitment this week and for engaging with the experts and with me for the past 5 days. Do not hesitate to reach out to us going forward,” he said, offering continued support and collaboration.

The 5-day WCO Accelerate Trade Facilitation Programme, generously funded by Her Majesty’s Revenue and Customs of the United Kingdom, ran from January 19 to 23, 2026. The program’s core focus was on strengthening customs reforms, with a particular emphasis on Post Clearance Audit (PCA) and risk-based compliance management. These areas are crucial for ensuring efficient and effective trade facilitation while minimizing risks to revenue and national security.

The conclusion of the WCO Accelerate Trade Facilitation Programme represents another significant milestone in the Nigeria Customs Service’s ongoing efforts to promote ease of doing business, strengthen compliance, and position Nigeria as a competitive and reliable trading partner on the global stage.
