Lagos Sets 2027 Political Roadmap: Government Greenlights Airline, Prioritizes Legislative Discipline

In a strategic move to consolidate power and accelerate its infrastructure agenda, the Lagos State Government has concluded its 19th Executive/Legislative Parley, setting a definitive blueprint for the 2026-2027 political cycle. The three-day retreat, held at Eko Hotels and Suites from April 21st to 23rd, served as a “war room” for the ruling All Progressives Congress (APC) to refine governance mechanisms and internal cohesion.
Cablenews24 reports that the parley, themed “Equal Participation in Governance: Highlighting the Importance of Collaboration in Achieving the Present Administration’s THEMES+ Agenda,” brought together the state’s political elite, including Governor Babajide Sanwo-Olu, members of the Governance Advisory Council (GAC), and federal and state lawmakers.
Perhaps the most significant takeaway from the communique is the shift in candidate vetting. Looking toward the 2027 general elections, the leadership resolved that the party will only endorse legislative aspirants—both at the National Assembly and State House of Assembly levels—who demonstrate a superior capacity to articulate the APC’s vision.
“The party and government must develop stronger synergy to strengthen mechanisms that will bring cohesion and facilitate success in 2027,” the communique noted. To ensure this, the parley mandated that future editions of the meeting include closed-door discussions among the GAC, party leadership, and elected officials to align priorities before the electoral cycle reaches its peak.
The government has officially fast-tracked the establishment of a state-owned airline, positioning it as a key driver of economic prosperity. This project is part of a broader push to modernize state infrastructure, which the government promises will now be executed with better coordination.
To avoid the friction that often characterizes Executive-Legislative relations, the government has adopted a “5Cs” framework: Collaboration, Cooperation, Coordination, Communication, and Consensus. Notably, the Governor has committed to early engagement with the legislature on the budget process, effectively ending the era of late-stage appropriations.
In a nod to recent public criticism regarding infrastructure renewal, the parley introduced new protocols for urban development. The government resolved that:
- Lawmakers must be notified before any community demolitions to facilitate local enlightenment.
- The government must provide structured resettlement and fair compensation for those displaced by urban regeneration projects.
- Data-driven identification of marginalized groups is now mandatory to ensure that “inclusive growth” is not just a slogan, but a policy reality.
A major focus of the discussions, moderated by former Lagos State University Vice Chancellor Prof. Olanrewaju Fagbohun, SAN, was the need for “striking the right balance.” Experts at the event, including former Attorney-General Adeola Ipaye and NISER Director-General Prof. Antonia Okoosi-Simbine, emphasized that governance must transition from top-down decision-making to a co-creation model with citizens.
The government also signaled a shift in security policy, resolving to intensify “non-kinetic” approaches—focusing on dialogue, surveillance, and community engagement—to mitigate the rising security concerns in the state.
Dr. Afolabi Abiodun Tajudeen, Special Adviser to the Governor on Political, Legislative and Civic Engagement, stressed in his concluding remarks that the administrative shift is non-negotiable.
“Governance is teamwork,” the communique concluded. “All parties must embrace effective communication, clear accountability, and sustained political will if the desired result of a Greater Lagos Rising+ is to be achieved.”
As the state gears up for its 20th edition of the Parley before the end of the current administration, the clear message is one of institutional unity: the Executive, the Legislature, and the party apparatus are no longer operating in silos, but as a singular, coordinated machine aimed at retaining total dominance in the 2027 polls.
