Lagos to Withhold Salaries for Uninsured Government Workers

The Lagos State government is taking a firm stance on its mandatory health insurance scheme, Ilera-Eko, by announcing that it will withhold the salaries of government workers who fail to enroll. This is part of a broader enforcement effort to ensure all residents have access to affordable healthcare.
Cablenews24 reports that the enforcement team will begin by targeting Ministries, Departments, and Agencies (MDAs), requiring all staff to provide proof of Ilera-Eko enrollment during monthly audits. MDAs are also directed to integrate the LASHMA registration link on their websites and require proof of enrollment before rendering services.
While the government emphasizes advocacy and persuasion, it also plans to restrict access to certain government services for those who remain uninsured.
The Director-General of the National Health Insurance Authority (NHIA) praised Lagos State for its pioneering efforts, noting that the initiative aligns with the national health agenda.
To this end, the Lagos State government has officially launched an enforcement team to ensure all residents are enrolled in the Lagos State Health Scheme (LSHS), also known as Ilera-Eko. This move aims to provide universal health coverage and eliminate financial barriers to healthcare access for all Lagosians.

While the government emphasizes that the enforcement is not punitive, it will involve advocacy and persuasion. However, access to certain government services may be restricted for those who fail to enroll, similar to tax compliance requirements.
A key aspect of the enforcement is the requirement for MDAs to lead by example, ensuring all staff are enrolled in Ilera-Eko. Proof of enrollment will be required before rendering services, and salaries of non-compliant staff may be withheld.
