CGC Opens ASR Hospital: Healthcare Boost for Bauchi

In a significant development for healthcare provision in Bauchi State and the wider North-East region, Comptroller-General of Customs (CGC) Adewale Adeniyi officially commissioned the newly constructed Abdul Samad Rabiu (ASR)/Nigeria Customs Service (NCS) Hospital in Bauchi . The 60-bed healthcare facility, a generous donation from Abdul Samad Rabiu, Chairman of ASR Africa and Founder/Executive Chairman of BUA Group, represents a major step forward in improving access to quality medical services for Customs officers, their families, and the surrounding communities in Zone ‘D’ and neighboring states.
Cablenews24 reports that the hospital was realized through the Abdul Samad Rabiu Africa Initiative (ASR Africa), a philanthropic organization committed to driving sustainable development across the continent. The commissioning ceremony was attended by a host of dignitaries, including representatives from the Bauchi State government, senior Customs officials, and ASR Africa executives, underscoring the importance of this collaborative effort.

CGC Adeniyi hailed the project as a “strategic welfare investment,” emphasizing its alignment with the NCS’s commitment to strengthening institutional capacity through enhanced personnel wellbeing. He noted that the modern facility not only reflects the Service’s dedication to its officers but also contributes significantly to the overall healthcare infrastructure of the region.
“This commissioning is a clear statement that the NCS prioritizes the health and welfare of its officers,” CGC Adeniyi stated during the ceremony. “A modern Service requires not only technology and operational reforms but also strong social infrastructure that supports those who serve. This hospital will provide much-needed access to quality healthcare for our officers and their families, ensuring they can perform their duties with confidence and peace of mind.”
Dr. Ubon Udoh, the Managing Director/CEO of ASR Africa, highlighted the initiative’s focus on sustainability and long-term impact. He emphasized that ASR Africa is dedicated to impact-driven philanthropy, and the partnership with the NCS exemplifies the transformative potential of aligning private sector commitment with institutional reform and clearly defined developmental goals.

Speaking on behalf of the Executive Governor of Bauchi State, Senator Bala Mohammed, the Secretary to the State Government, Aminu Hammayo, lauded the commissioning as a significant boost to the state’s healthcare ecosystem. He expressed gratitude for the collaboration between the NCS and ASR Africa, recognizing the hospital’s potential to complement existing public health institutions and improve access to specialized medical services for the people of Bauchi State.
“This facility will complement existing public health institutions and improve access to specialized services,” Hammayo said. “It reflects the value of collaboration between government and responsible corporate entities. We are grateful to the NCS and ASR Africa for their commitment to improving the lives of our citizens.”
The commissioning of the hospital represents the culmination of a phased transformation that began in 2008 with the establishment of a basic health post at the Zone ‘D’ Headquarters in Bauchi. Recognizing the growing healthcare needs of its officers and the surrounding community, the NCS gradually upgraded the facility, first to a clinic and then to a medical center. In 2023, a pivotal partnership was forged between the NCS and ASR Africa, leading to the conversion of the medical center into a 30-bed hospital, which was completed in April 2025.
Following a comprehensive needs assessment, CGC Adeniyi approved the remodeling and expansion of the facility into a 60-bed secondary healthcare facility with selected tertiary services. This expansion significantly enhances the hospital’s capacity to provide a wider range of medical services to a larger population.

The hospital is now equipped with seven key clinical departments, including Nursing Services, Obstetrics and Gynecology, Pediatrics, Surgery, Internal Medicine, Pharmacy, and Medical Laboratory. In addition to these core departments, the facility also houses Administrative and Health Information Management units, as well as specialized Dental, Radiology, and Nutrition units.
Projections indicate that the hospital will manage up to 300 patients per month during its first operational year. Furthermore, long-term expansion plans include the acquisition of advanced diagnostic equipment such as CT scans and MRI machines, as well as the provision of specialized surgical procedures. These enhancements will position the facility as a referral center across the North-East and parts of North-Central Nigeria, significantly improving access to advanced medical care for patients in these underserved regions.

Earlier in the day, CGC Adeniyi paid a courtesy visit to the Emir of Bauchi, Rilwanu Sulaimanu Adamu, where discussions focused on strengthening community partnerships and fostering development initiatives. The Emir commended the NCS for its investment in healthcare infrastructure within the state, recognizing the hospital’s contribution to both institutional service delivery and community wellbeing.
