Lagos, Nigeria – The Federal Ministry of Marine and Blue Economy has reaffirmed its unwavering commitment to ethical governance, transparency, and accountability, signaling a renewed focus on combating corruption within the sector. This commitment was underscored at the opening of the 6th Peer Review Conference of Chairpersons and Secretaries of Anti-Corruption and Transparency Units (ACTUs) from agencies under the Ministry.
Cablenews24 reports that the Permanent Secretary of the Ministry, Mrs. Fatima Sugra Mahmood, delivered the opening address, emphasizing the significance of the conference as a strategic platform for institutional self-assessment, knowledge exchange, and collaborative action. Represented by the Deputy Director, Special Duties, Mrs. Comfort Madichi, Mrs. Mahmood highlighted the conference’s role in strengthening the fight against corruption across the entire marine and blue economy sector.
The conference, held in Lagos, brings together key stakeholders involved in promoting ethical practices and combating corruption within the agencies under the Ministry’s purview. It serves as a critical forum for sharing best practices, identifying areas for improvement, and developing strategies for enhancing transparency and accountability in all aspects of the Ministry’s operations.
Dr. Dayo Mobereola, Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), represented by the Executive Director, Finance and Administration, Mr. Chudi Offodile, expressed NIMASA’s pride in hosting the 6th edition of the ACTU Peer Review Conference. He emphasized the critical role of ACTUs in driving organizational reforms and preventive anti-corruption strategies, stressing that ethical governance must be deliberate and institutionalized through strengthened internal systems, reinforced accountability mechanisms, and the effective deployment of technology to eliminate leakages and enhance service delivery.
The conference’s theme, “Advancing Ethical Reforms: Institutionalizing Integrity and Sustained Ethical Governance,” underscores the importance of embedding ethical principles into the very fabric of the Ministry’s operations. Participants will explore ways to strengthen internal controls, promote a culture of integrity, and leverage technology to enhance transparency and accountability.

The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN, represented by the Resident Anti-Corruption Commissioner, Lagos State, Mr. Alexander Chukwurah, commended the agencies under the Ministry for embracing the peer review framework. He highlighted the value of the peer review process as a mechanism for promoting continuous improvement and identifying areas where agencies can learn from each other’s experiences.
The conference is expected to yield concrete recommendations for strengthening anti-corruption efforts within the Ministry and its agencies. These recommendations will be used to inform the development of new policies and procedures aimed at promoting ethical governance and combating corruption in the marine and blue economy sector. The Ministry’s commitment to transparency and accountability is seen as essential for attracting investment, promoting sustainable development, and ensuring that the benefits of the marine and blue economy are shared by all Nigerians.
