NCC, ATCON Strengthen Ties to Accelerate Nigeria’s Digital Transformation

ABUJA – In a significant move aimed at fortifying the Nigerian telecommunications landscape, the leadership of the Nigerian Communications Commission (NCC) and the Association of Telecommunications Companies of Nigeria (ATCON) convened a high-level consultative meeting on Tuesday, February 17, 2026.

Cablenews24 reports that the meeting, held at the Commission’s Headquarters in Abuja, served as a strategic platform for the regulator and the industry’s primary advocacy body to align their visions for the future of connectivity, infrastructure investment, and the overarching goals of the Federal Government’s digital economy agenda.

Leading the delegation from the Commission was the Executive Vice-Chairman and Chief Executive Officer (EVC/CEO) of the NCC, Dr. Aminu Maida. He was joined by key members of the Commission’s newly constituted executive management team, including Abraham Oshadami, Executive Commissioner, Technical Services, and Rimini Makama, Executive Commissioner, Stakeholder Management.

The ATCON delegation was led by its President, Tony Emoekpere, accompanied by the association’s Vice President and CEO of the Internet Exchange Point of Nigeria (IXPN), Muhammed Rudman.

Central to the discussions was the urgent need to bridge the digital divide and enhance the quality of service (QoS) across the federation. Dr. Aminu Maida emphasized that the NCC remains committed to creating an enabling environment where licensed service providers can thrive. He noted that the Commission’s “People, Collaboration, and Data” strategy is designed to ensure that every Nigerian enjoys seamless access to high-speed internet.

“Our goal is to move from mere connectivity to meaningful connectivity,” Dr. Maida stated during the session. “Collaborating with ATCON is essential because their members are the boots on the ground. By listening to the challenges faced by operators—ranging from right-of-way hurdles to infrastructure security—we can craft policies that are both proactive and practical.”

Responding on behalf of the organized private sector, ATCON President Tony Emoekpere commended the NCC for its transparency and open-door policy. He highlighted the critical role that ATCON members play in the deployment of fiber optics and the maintenance of base stations, while also pointing out the economic pressures currently facing the industry.

“The telecommunications sector is the bedrock of Nigeria’s modern economy,” Emoekpere said. “Our visit today is to ensure that the synergy between the regulator and the operators remains airtight. We are focused on exploring innovative funding models for infrastructure and ensuring that the regulatory framework evolves alongside emerging technologies like 5G and AI.”

The presence of the Executive Commissioners underscored the multifaceted approach the NCC is taking toward industry management. Abraham Oshadami, overseeing Technical Services, engaged the visitors on the technical standards required to optimize network performance, while Rimini Makama, in charge of Stakeholder Management, reiterated the Commission’s dedication to balancing the interests of investors, consumers, and the government.

Muhammed Rudman, representing the IXPN and ATCON’s vice-presidency, brought the perspective of internet localization to the table. He stressed the importance of keeping local traffic local to reduce latency and lower costs for end-users, a goal that aligns with the NCC’s push for increased broadband penetration.

The meeting concluded with a commitment to establish regular working groups to tackle specific industry pain points, including the protection of telecommunications infrastructure as Critical National Infrastructure (CNI).

As Nigeria continues its journey toward becoming a leading digital hub in Africa, the collaboration between the Maida-led NCC and the Emoekpere-led ATCON is seen by analysts as a vital partnership. The consensus from the February 17th parley is clear: the future of Nigeria’s digital economy depends on a harmonious relationship between the umpire and the players.

The session ended with a symbolic group photograph, capturing a moment of solidarity between the regulators and the innovators who power Nigeria’s digital heartbeat.
